El Paso bars new or renewed fixed license plate reader contracts without a council vote

El Paso City Council passed a resolution on Oct. 13, 2026 that prevents the city manager from entering into, renewing, or extending agreements for fixed license plate readers, from Flock Safety or any other vendor. Handheld and vehicle-mounted readers and systems for parking, access control, and tolls are exempt. Council member Chris Canales said any return of the technology would need council approval. The resolution follows the council's unanimous September vote to remove the city's Flock cameras within 60 days, after police halted use following the state funding freeze. Police Chief Peter Pacillas has said losing the technology will slow investigations.
