Rowan County, North Carolina moves to end the sheriff's Flock contract; commissioners asked to ratify Oct. 19
The Rowan County Board of Commissioners' Oct. 19, 2026 consent agenda includes "Ratification of Notice of Cancellation – Contract 25239 (Flock Safety)," the county's automated license plate reader agreement for the Rowan County Sheriff's Office. A staff memo in the agenda packet says the County Manager authorized the cancellation notice on Sept. 30 to preserve the county's right to end the contract when its current term expires Nov. 17, 2026, and that the notice was set to be sent to Flock on Oct. 14 as the required 30-day written notice. The Oct. 14 letter from the county's purchasing director says Rowan County intends to terminate the November 2023 agreement and discontinue Flock's services, contingent on the board's ratification; if the board does not approve, the notice is withdrawn. Staff recommend ratifying it. The memo says the original contract, an amendment and a change order were each under the county's $90,000 board-approval threshold, so they were handled administratively. Neither document gives a reason for the cancellation or a camera count. The meeting is at 6 p.m. at the Rowan County Administration Building in Salisbury. A consent-agenda item is not final until the board acts.
