Harris County report finds 154 county-funded Flock systems, but no full inventory of the thousands of plate readers in the county
Ahead of the Oct. 15, 2026 Harris County Commissioners Court meeting, the county's Office of County Administration released a report on automated license plate readers requested by County Judge Lina Hidalgo. It verified 154 county-funded Flock systems: 125 tied to commissioners' precincts and 29 run by county law enforcement agencies. The Sheriff's Office separately reported administering 17 more Flock networks with nearly 500 cameras. FOX 26 reported that a December 2025 estimate based on Flock data put up to 5,300 active Flock devices in the county, most paid for by cities, school and utility districts, HOAs and businesses, and that the community map DeFlock shows about 3,500. The report found the county has no complete, verified inventory of plate readers operating in the county and no comprehensive list of outside agencies that can access county-collected data. Only four county agencies provided written plate-reader policies (the Fire Marshal and Constable Precincts 2, 7 and 8); the Sheriff's Office said its policy is being revised. The county has authorized $1,643,060 under its Flock agreement, with $1,421,835 in purchase orders, plus a separate Vigilant Solutions contract. Flock data is generally deleted after 30 days. The report recommends a workgroup to propose contract and policy changes by February 2027; Hidalgo said the county should also consider more immediate steps. No vote had been reported when we published.
