Quincy, Massachusetts council to take up a resolution Oct. 19 urging the city to end its Flock contracts and remove the cameras

The Quincy City Council's Monday, Oct. 19, 2026 agenda includes Resolution 2026-143, introduced by Councillors Ziqiang Susan Yuan and Virginia Ryan, which "strongly calls upon the Administration to terminate all Flock Safety contracts and agreements as soon as possible." It also asks the administration to have Flock remove all of its cameras from city property, stop or cover the cameras until they are removed, report back to the council, and bring any Flock renewal or any contract with another plate-reader vendor to the council for public discussion and approval. The resolution says Quincy began using Flock in 2020 and now has 49 cameras. The same agenda lists Ordinance 2026-142, "Regulating Intrusive Surveillance Technology," which would require an impact report, a use policy, a public hearing and council approval before the city acquires or expands surveillance technology such as license plate readers, facial recognition and gunshot detection, plus annual public reports. The agenda says listed items may be discussed and acted upon at the meeting; the resolution is a request to the mayor's administration, not a binding termination. The Patriot Ledger reported Oct. 16 that Councillor Yuan is bringing the removal push to Monday's meeting. At an earlier oversight committee hearing, Police Chief Mark Kennedy said 48 officers are approved to use the system, that 76 of 689,000 captured plates had been searched in the prior 30 days, and that it has helped solve crimes including two homicides; Norfolk County District Attorney Michael Morrissey urged the council to keep it, WHDH reported.
