Toledo, Ohio City Council set to vote Oct. 20 on ending the city's Flock agreements

Toledo City Council is scheduled to vote on Tuesday, Oct. 20, 2026 on resolution R-435-26, which requests terminating and not renewing all city agreements with Flock Group, Inc. and its affiliates, removing or deactivating Flock equipment, and deleting Flock-generated data consistent with applicable law, and declares an emergency, according to the DocketCity docket and 13abc/WTVG. Council members Nick Komives, Dr. Brittany Jones, Theresa Gadus, Mac Driscoll and Erin Kramer sponsored the resolution, introduced Oct. 9, 13abc reported. Council also approved an independent audit of the city's Flock use; Safety Director George Kral has urged waiting for that audit before turning the system off, 13abc reported Oct. 14. Amid the debate, Toledo police said Flock cameras helped identify a vehicle linked to a missing 14-year-old and led to recovering three children (a 14-year-old, a 16-year-old missing since March, and the 16-year-old's 7-month-old); no charges had been filed and the investigation was ongoing, WTOL and 13abc reported Oct. 16. Detective Rebecca Kincaid defended the tool; Farm Labor Organizing Committee president Baldemar Velasquez said the recovery does not change his opposition, according to those reports.
