Excelsior Springs, Missouri council votes Oct. 19 on ending its Flock contract and covering the cameras

The Excelsior Springs City Council agenda for Monday, Oct. 19, 2026 (6 p.m., Council Chambers, Hall of Waters) lists Resolution No. 1687, "Directing Termination of Flock Safety Agreement for Non Appropriation and Removal of Flock Cameras," as the first item of business. According to the resolution text in the meeting packet, the city's fiscal 2027 budget, adopted Sept. 28, does not fund the city's November 2023 agreement with Flock Group, so the city manager would terminate it for non-appropriation on 30 days' written notice "without penalty or other cost," stop the city's use of the Flock system, promptly cover each Flock camera on city property or right-of-way so it cannot capture images, and ask Flock to remove its equipment. A memo from City Manager Melinda Mehaffy dated Oct. 15 says the agreement allows termination if the annual payment is not budgeted. The Excelsior Citizen reported that the council left Flock out of the budget on Sept. 28, when Mehaffy said the current contract was already paid and runs through November 2027, and that a resident group presented a 1,021-signature petition on Oct. 5 asking the city to end the contract. A resolution on an agenda is not a decision until the council votes.
